Well, it depends how you want to go about it... as in the quick and easy way by paying a small fee or spending a lot of time trying to track down the person for free with search engines and social networks and stuff.
You could try searching Google and places like MySpace and Craigslist to see if the person put their cell number and other info up there for everyone to see. This doesn't happen too often but it's possible. This is really the only way to find out who it is for free.
Free reverse cell phone directories just aren't possible because of the short life span of cell phone numbers and privacy laws. But there are some services that pay cellular providers for all their records, and spend a lot of money and effort compiling them all into a searchable database that is fully up-to-date. That way they can offer the records to the public for a small fee.
I use one at http://www.cellphonereverselookup.info for doing background checks and stuff for my business. It gives me unlimited searches so it's pretty handy. You can do a free preliminary look up there to see if they have the records of your unknown cell number.
