Employers can monitor phone usage. Is it legal for employers to call unidentified numbers and hang up?

I now that employers can monitor phone usage. I know of an employer who is calling incoming and outgoing numbers made from company phones. When the person answers, they just hanging up. Is this legal? Is this considered harrassment? How do they know this personal or business? They are not asking the employees to identify the numbers either.Employers can monitor phone usage. The people who are being called are technically being harassed. However if they are only being called a limited number of times then they would have have to go to court and try and win damages (the phone company won't get involved) and would have difficulty proving damages.





The employers are not breaking criminal law due to the high threshold of harassment which these laws stipulate.
